McConnell Project

The McConnell Project is currently in its design process, led by Enginuity Engineering Solutions, as part of the Natural Resources Conservation Service (NRCS) Emergency Watershed Protection (EWP) Program. The SVCC is the local sponsor for this project, which is anticipated to go to construction in late fall 2017. This project is funded by the EWP Program, the Colorado Water Conservation Board (CWCB), the Colorado Department of Local Affairs, with further financial support from the Saint Vrain Anglers Trout Unlimited and the Town of Lyons. The McConnell Project extends from below the Highland Diversion downstream to Hwy 36, east of the Town of Lyons. You can see a map below.

You can find the weekly updates sent out by the SVCC below, along with any other project updates as they are released.   • December 5, 2017 emailed updates
    • The SVCC Board of Directors approved the McConnell Project design during a meeting on 12/29, after a presentation from Enginuity. The approved design does not include Site 3 (the upstream most site within the project area) due to the decision of one of the landowners to not take part in the project. The project still includes Sites 1 and 2. You can find the presentation from that meeting here.
    • The SVCC is awaiting an executed grant agreement with funders at DOLA. Once the contract is executed, we will announce the contractor selected for construction.
    • The project team continues to work on permitting.
  • November 21, 2017 emailed updates
    • The McConnell Project received its US Army Corps of Engineers Nationwide Permit 37 on 11/16.
    • The SVCC’s construction contract with the Colorado Water Conservation Board (CWCB) was executed on 11/19. The SVCC is still awaiting the execution of its contract with the Colorado Department of Local Affairs (DOLA), which will allow us to announce the contractor selected for construction.
    • There will be a presentation on the McConnell Project during the next SVCC Board meeting, on 11/29. The meeting starts at 4pm at 7 S. Sunset Street in Longmont, and the presentation by the project’s design team will begin shortly after that.
  • November 7, 2017 emailed updates
    • The McConnell Project received conditional approval from the Boulder County Board of County Commissioners at the October 24th hearing. The team is now responding to comments received and working towards obtaining permits.
    • The SVCC will be announcing the selected contractor for the McConnell Project once the SVCC executes its contract with the Colorado Department of Local Affairs.
    • Pre-construction monitoring took place 11/6, thanks to the help of our Technical Assistance team!
  • October 23, 2017 emailed updates
    • The McConnell Project Boulder County Limited Impact Special Use (LISU) Review process is underway and the Boulder County Commissioners’ hearing will take place tomorrow on October 24, 2017.
    • The SVCC closed the Request for Proposals (RFP) for construction on 10/17. The SVCC Selection Committee, comprised of SVCC staff and dedicated volunteers, are in the process of evaluating the submitted proposals. The notice of award to the selected team will be released once the SVCC executes its contract with the Colorado Department of Local Affairs.
    • The most recent design can be found here. The design is still being refined and there will be some changes over time. The SVCC and design team are working with landowners in the project area on potential changes.
    • The project received its cultural resources (SHPO) concurrence on 9/12. The project team submitted an application for the Army Corps of Engineers Nationwide Permit 37 on 10/5.
  • October 17, 2017 Notice on sealed bids
    • This is a notice about the proposal/bid openings for the St. Vrain Creek Restoration at McConnell Project. Proposals are due to be submitted to the SVCC by 3:00pm by any of the means listed in the RFP. At 3:01pm, the SVCC will proceed to open sealed proposals at their offices at 1251 S. Bowen Street in Longmont, CO 80502. The proposal/bid opening is open to the public. After sealed proposals are publically opened and read, the selection committee will individually review and score each proposal and meet to make a selection.

    • The McConnell Project Boulder County Limited Impact Special Use Review process is underway and a Boulder County Commissioners hearing is set for October 24, 2017.

    • Engineers continue to work on hydraulic analysis, balancing the areas of soil cut-fill to achieve no-rise, permit packet development, and finalizing the design.

      • The mandatory pre-bid meeting was completed today, 10/9.
      • The proposals are due on 10/17.
      • The Selection Committee will be reviewing the proposal and will have a contractor selected by the end of October.
    • The contractor will work with the design team to provide input on the contractor elements of the plan (i.e., staging, access routes, etc.) and will assist with permitting.

    • The Request for Bids (RFB) for construction based on preliminary plans is in review with funders (CWCB, DOLA, NRCS) and the SVCC Board of Directors.  The goal is to post the RFB by the end of the week and to have contractors selected by the end of October.

      • Referral agencies will be receiving their packets in the next few days, and the public is welcome to review the packet online and submit comments.
      • Please note that the referral packet only includes information on work being completed within Boulder County jurisdiction.

    • The design team has completed a draft preliminary design. The project team is working on scheduling meetings with landowners to discuss the draft.
    • The project team is on schedule to submit an application for the Boulder County Limited Impact Special Use (LISU) permit review process later this week. Agencies that are on the Boulder County referral list should expect to see the application for their review soon. When the application is accepted by Boulder County, the McConnell Project will be assigned a Boulder County Commissioners hearing date.

    • The design team has been working hard on the design, after having recently obtained needed survey data, and will have a conceptual design developed soon.
    • We would like to thank the Saint Vrain Anglers Trout Unlimited (SVATU) for making a generous $3,000 contribution to the McConnell Project! We appreciate support from our many partners in the watershed, like SVATU.

    • The team attended a mandatory Boulder County Limited Impact Special Use (LISU) Review pre-application meeting on 7/20 to discuss the review process.
    • The design team is waiting on survey data, so the development of the conceptual design will be delayed. More information to come soon.

    • The McConnell kickoff meeting took place on 7/7, and included a site visit with the design team, funders, SVCC, and landowners. The kickoff meeting included a discussion of next steps, schedule, permitting, roles, etc.
      Matt Booth, SVCC Vice President and resident of the Town of Lyons, is the community liaison for this project. If you have questions on the project and you see him around town, he is a great person to talk to. Feel free to contact SVCC staff, as well.

  • July 1, 2017 email update
    • A design team has been selected by the CWCB EWP funders. The design team is comprised of Enginuity, Olsson Associates, and Great Ecology.
    • The kickoff meeting with CWCB will be on Friday, 7/7 and will include a site visit.
    • Surveyors (Precision Survey & Mapping) will be surveying the site in the next few weeks. We will give landowners at least 24 hour notice prior to their site visit.

    • A design team will be provided by the funders. We will let you know which firms are designing this project once they are selected.
    • The SVCC was awarded a grant of $247,000 from the Colorado Department of Local Affairs (DOLA) for the needed local sponsor construction match, construction oversight, legal fees, project delivery, and permitting. All funds for design and construction are now secured.
    • Eventually the funds needed for the required 3-yr monitoring and maintenance period will need to be raised; those funds are 2% ($20,000) of the construction cost which is currently estimated at $1,000,000.
